Graham was first elected to the Town Council in May 2011. In May 2012, Graham was elected Vice-Chairman of the Resources Committee for the year 2012-13.
Graham was elected Town Mayor for 2013/14, and for a further term in 2014/2015. He was also elected Chairman of the Planning Committee during this time.

After choosing not to stand for election in the May 2015 elections, Graham decided to put his name forward for co-option after a casual vacancy arose in the middle of 2017. Graham was co-opted onto the council in August 2017.

Graham was co-opted onto the council again shortly after the May 2023 elections.

Graham is very active in the Town and as well as helping to organise Town events he currently holds several positions including with Freman College as a Governor, the Buntingford Civic Society, Buntingford Relief in Need Charity and the Buntingford Chamber of Commerce.
